A dissolved composition containing (i) one or more of ¢benzo-1,2,4-thiadiazine!-1,1-dioxide derivatives, (ii) benzyl alcohol and, optionally, (iii) isopropyl alcohol and/or water,or (i) one or more of ¢benzo-1,2,4-thiadiazine!-1,1-dioxide derivatives, (ii) one or more of a humectant, (iii) isopropyl alcohol, (iv) water, and optionally (v) benzyl alcohol. This dissolved composition is effective as an ingredient for a hair germination and hair growth promoting agent.
