PURPOSE: To easily and densely fill granules, tablets, etc., in a container, even if an interference surface in the container interferes the distribution of the stuff to be filled by turning and oscillating a storage member for putting the container into shaking and rotating motions. CONSTITUTION: A cylindrical container 8 is erected in a storage member 7 for filling the stuff. Tablets 3 are carried to an outlet in the direction of the arrow A by oscillating an upper structural body 2 by an oscillating device. The rotating and shaking motion of the upper structural body 2 rotates and oscillates the storage member 7 in a direction opposite through the side connection of the storage member 7 at an edge part 11. This motion puts a container 8 in the storage member 7 into the shaking rotation around its axis in the direction of the arrow B, which is opposite to the direction of the arrow A. By appropriately arranging the storage member 7 or the container 8 and the outlet 6, the tablets 3 go through a carrying passage 4 are dropped into the shaking and oscillating container 8 away from the axis 12. The tablets 3 are distributed into the container 8 and eliminating their layers, being filled densely continuously.
