PURPOSE:To obtain recording paper of what is called a plain paper type that can be used in both an ink jet recorder and an electrophotographic recorder without a special coating applied to esp. a recording surface and obtain an image forming method using the recording paper. CONSTITUTION:In recording paper based on a formulation for neutralized paper, a substance adsorbing an ammonia or an ammonia ion caused by a nitrogen compound in liquid ink is added, and a penetration retardant for retarding the penetration of ink is contained in each surface in the amount of 2.5-5g/m<2> as a surface sizing agent.
