The polyacrylonitrile ultrafiltration membrane having metals adsorption layer and maintaining high water permeation property was manufactured by treating the conventional polyacrylonitrile membrane with 2-15 wt.% hydroxylamine aqueous solution at 25-60≦̸C for 1-4 hrs. The used hydroxylamine aqueous solution was manufactured by dissolving the hydroxylamine hydrochloride and sodium hydroxide in pure water. Thus, a mixture of polyacrylonitrile 20, polyethylene glycol(MW = 10,000) 17, dimethylformamide 63 parts was casted on the glass plate and dipped in the mixture of water 85 and polyethylene glycol(MW = 4,000) 15 parts for coagulating, water washed, and dried to give polyacrylonitrile ultrafiltration membrane.
