PURPOSE:To prevent the lack of information with a simple configuration by abandoning the code of a relevant frame and updating the block information of the next frame when it is estimated that the amount of accumulated codes exceeds a critical value. CONSTITUTION:Based on information concerning a code amount from an encoding means 103 and a code holding means 104, a code amount deciding means 112 decides whether that frame is defined as a skip frame or not. Since an abandonment control means 113 controls the encoding means 103 corresponding to that decided result, the discriminated result for each block of the next frame is found while considering the discriminated result for the block of the skip frame. Since a reference frame holding means 101 is updated and the valid block is encoded by the encoding means 103 based on this discriminated result, while including the block decided valid at the skip frame, the required information can be transmitted without being omitted. |
