PURPOSE:To reduce the load on a control station and to improve the setting efficiency of a virtual circuit in a communications system by providing such a constitution where the control station allocates the idle virtual circuit numbers to plural communications stations in each prescribed number of pieces and each communications station keeps a prescribed number of its own virtual circuit numbers. CONSTITUTION:In an initialization state, a control station 10 allocates the idle virtual circuit numbers to itself in each prescribed number S0 and also to the communications stations 21-2m for each of numbers S1-Sm respectively and excluding a group SSVS of virtual circuit numbers. Then the upper and lower limit levels are set to the number Si of idle circuit numbers at each station. When the number Si is smaller than the lower limit level, the idle virtual circuit numbers are supplied to the number Si from the group SSVS. Meanwhile these idle circuit numbers are returned to the group SSVS from the Si when this Si exceeds the upper limit level.
