A valve device according to the present invention includes a casing (11; 41) provided with at least one pair of parallel arranged spool bores (12a, 13a, etc.; 42a, 43a), one common pump port (19), at least one tank port (16t), and a plurality of actuator ports (22a, 23a, etc.) including two actuator ports communicating with each spool bore; and at least one pair of parallel arranged spools (14a, 15a, etc.; 44a, 45a) inserted slidably in the spool bores in the casing and adapted to control the communication among the common pump port, tank port and two actuator ports. The common pump port communicates with a common pump line (18), which is formed so that the pump line crosses a plane of the axes of the two parallel arranged spool bores and spools, between the spool bores and spools. A hydraulic driving apparatus according to the present invention is constructed by using this valve device.
