The invention relates to a device for the precomminution of wastes, in particular of bundles of files or file holders, having a housing (1) which has a filling opening (4) at the top and a discharge opening (5) at the bottom and two cutter shafts (6) supported at a distance from each other and driven in opposite directions. By means of axial tongue and groove connections (7, 8) which are arranged uniformly distributed over the circumference of the cutter shafts (6), cutter discs (9) are attached in a rotationally fixed manner on the said cutter shafts at a distance from one another and have on their periphery radially projecting tearing teeth (12, 16), said cutter discs being arranged such that the cutter discs (9) of one cutter shaft (6) engage in the gaps between the cutter discs (9) of the other cutter shaft (6).
