PURPOSE: To provide precise synchronization regardless of the difference of the transmission distance or outgoing amount of a terminal station by controlling a time interval to be allocated to a sector by the fraction unit of bit time. CONSTITUTION: A control insertion circuit 12 attaches a synchronization language (STM) to the head of a frame to the terminal station and sends it to a transmission circuit 13. A reply as the response is received in a reception circuit 14. A central station 1 is provided with the central clock signal (HF) clocks of the distribution unit of the bit time BT, of the cycle of BT/8 for instance. The time after the outgoing of the STM until the response reception is measured by an HF unit and set to a part of the contents of the STM as delay data to the terminal station. Thereafter, the synchronization to the respective terminal stations is controlled by the STM including the delay data expressed by the respective HF units.
