PURPOSE:To make it possible to limit a sound due to a tape running by controlling the number of revolution of the reel of the side to be taken-up so as to exceed a prescribed number of revolution when a fast-forwarding operation and a fast-rewinding operation are performed. CONSTITUTION:At the time of the fast-forwarding operation and the fast- rewinding operation, a reel speed control part 14 controls a reel driving part 13 so that the part 13 rotates a driving side reel 11 at a prescribed speed. The reel driving part 13 upon receiving a rotational control drives the driving side reel 11 so as to rotate at a controlled speed. A tape wound around a driven side reel 12 at first is taken-out by the rotation of the driving side reel 11 to be taken-up round the driving side reel. A reel rotational speed discriminating part 15 provided in the driving side reel monitors the rotational speed of the driven side reel and then controls the reel speed control part 14 so that the rotational speed of the driven side reel does not exceed a prescribed speed.
