According to the invention, this device is characterised in that it includes a mobile carriage (16), the rigid chassis (17) of which can rest on the top of the bearing element of the cable (1) at any two close bearing points (27, 28) separated by a given fixed distance, this chassis supporting a sliding thrust member (30), provided with a stop (36) brought into contact with the bottom of the bearing element, substantially at the middle of the distance separating the two bearing points of the chassis, so as to exert a given force on the cable, the deflection (d) imparted to the cable between the two bearing points of the chassis by the stop of the thrust member being proportional to the tension in the cable. <IMAGE>
