PURPOSE:To prevent the valve element lock due to the admission of a foreign sub stance by causing at least either one of a valve seat part and the valve part of a valve element, which constitute the inlet wall of a fluid passage extended towards the downstream side from an intake-air throttle valve within an intake air passage, to be made up of an elastic component. CONSTITUTION:The captioned device is provided with the No.1, No.2 fluid passages 1a, 1b which are the passages by-passing an intake-air throttle valve 101 within an intake air passage and have the section in a nearly rectangular form respectively. The vicinity of the entrance of the No.2 fluid passage 1b becomes narrower to form an inlet port 41, and the inlet port 41 is connected to a swing space 2 which contains a rotor 5 fixed to a rotating shaft 6. In this case, onto the wall surface of the inlet port 41 is locked, by the use of adhesives, a rubber component 4 which forms the whole peripheral wall of the inlet opening, and the tip of tapered opening of the rubber component 4 is made into a valve seat part 40. In addition, in order to vary the area of the inlet opening, the tip face of the rotor 5 is formed into a cylindrical face shape and made into a valve part 50, and then, it is faced through a space to the valve seat part 40. |
