摘要 <p>PURPOSE:To prevent the degradation of a signal by performing an area division for a prescribed unit, switching an intra-field encoding mode and an inter-frame or inter-field encoding mode for every area and controlling encoding data generation amount. CONSTITUTION:An area division is performed for an inputted image signal in a block divider 103 via an A/D conversion circuit 2. A prediction error calculation circuit 104 inputs the motion prediction value of a previous frame and the signal of the present frame and calculates the difference. A decision circuit 106 decides a more efficient one of an inter-frame/-an intra-frame encoding and switches switch circuits 105 and 118 via an OR circuit 108. A buffer control circuit 130 controls a quantization circuit 110 and an inverse quantization circuit 116 so that the output signal from a variable length encoding circuit 111 may be constant by a prescribed processing unit and outputs refresh control signals of fixed amount for every buffer control processing unit. Thus, a rapid picture quality change and fricker are eliminated.</p>
