PURPOSE:To satisfactorily control the thermal environment of a perimeter zone at a window with a simple constitution and without the need of performing a high-grade arithmetic operation. CONSTITUTION:A detecting device 3 which detects radiation information and a set temperature controller 15 which controls the set temperature corresponding to the information on the radiation from a window surface detected by the detecting device 3 are provided to modulate the thermal environment that is affected by the radiation from the window surface by controlling the set temperature of an air-conditioning controller 1 by the set temperature controller 15. The detector 3 consists of an infrared temperature sensor which is embeded in a ceiling and detects temperatures at a specified position in the window surface, and a radiant heat sensor which detects changes in the radiant heat from the window surface, and the set temperature controller 15 contains a table which is used for changing the set temperature according to the radiation information. Thereby, a PMV value can be obtained by fixing other variables when an average radiation temperature is obtained from the radiation information detected.
