PURPOSE:To vary image data amount and to transmit smoothly an image without reducing resolution and the number of transmission frames per unit time by varying the effective area of a transmission image when an image for which much data amount is required is inputted. CONSTITUTION:As for the image subjected to an A/D conversion by an A/D converter 3, the motion of image data is detected in a motion detection part 4, a microphone instruction 5 is outputted when the motion amount exceeds threshold and the part other than the part which is necessary for a camera control is masked by a digital black, etc., in a mask circuit 6. When varying effective area is instructed from a communication opposite party via a transmission line, a compulsory mask instruction 7 is outputted and the same mask processing is performed in the mask circuit 6. When the both of the instructions 5 and 7 are not outputted, the mask processing is not performed in the mask circuit 6. The image data through the mask circuit 6 is digitally encoded in an encoding part 8 and the data is transmitted to an opposite device via the transmission line. The image data received from the opposite party device is displayed through a video input part after the data is decoded in a decoding part 9 and a D/A conversion is performed to the data in a D/A converter 10. |
