The generation code amount is measured by a code amount measurement circuit 206 and the result is inputted to a code amount error calculation circuit 208. The circuit 208 obtains the error between the objective code amount set lower than the capacity of a buffer memory 3 by an objective code amount setting circuit 207 and the generated code amount measured by the circuit 206 and inputs the result to the circuit 209. The circuit 209 calculates the optimal scaling factor SF to make the geneation code amount from the code amount error to the objective one by using the specific formula and sets a new SF.
