PURPOSE:To eliminate wasteful history information and to facilitate a generation control, regarding a generation control device and a generation control method performing the generation control of software resources. CONSTITUTION:This device has a generation control data holding means 10 holding a generation control data set composed of basic generation software, history information and line number history information, an editing means 1 =2 editing the software before an edition generated based on the data set and a line number change information preparation means 14 preparing a line number change information 15 for which the line number generated in an edition processing and the line number of software before a change corresponding to the descriptive sentence of the line of a new line number.
