PURPOSE:To prevent a specified place to be ab object from making it difficult to be seen due to the moving of other places by detecting the motion each area of an image and performing weighing every area, corresponding to this motion. CONSTITUTION:An A/D conversion is performed far image signals corresponding to one frame of the object imaged by an image pickup device 1 and the image signals are inputted as input data L in a subtracter 3. A feedback is performed for image signals before one frame stored in a memory 4 as memory data M in the subtracter 3. The output data (L-M) from the subtracter 3 show the motion amount of an image. When a motion is detected in a motion detector 5, which area this motion moves is decided. By the output value of an image weighing circuit 7, the weighing of each area is performed. At this time, the weighing of each area is performed not so as to lower image quality improvement degree by the motion other than a desired area where the motion is to be observed. |
