A device includes; an output control part for controlling a signal output from a microcomputer; an on/off determining part for determining if the control signal is turned on/off; a 1st comparator for comparing the determined on/off signal with a signal detected from the current sensing part; a load determining part for determining if the load is driven by comparing the signal detected from the current sensing part and the input DC current; a load sensing part for sensing the current state of the detected load; a 2nd comparator for turning on/off an oscillator by sensing the signal compared and output from the 1st comparator; a low-voltage switching part for blocking the low-voltage signal transmitted to the oscillator; a high-voltage switching part for blocking a high-voltage transmitted to the oscillator; and a switching part for blocking the signal output from the 2nd comparator during the output of the microcomputer.
