A waterless lithographic plate is obtained by sequentially laminating a photosensitive layer and a silicone rubber layer on a substrate. The bonding strength between the photosensitive layer and the silicone rubber layer is 5 to 100 g/cm and an initial elastic modulus of the photosensitive layer after exposure is 5 to 75 kgf/mm<2>. The present invention pays a specific attention to the bonding strength between the photosensitive layer and the silicone rubber layer before exposure. The enhanced bonding strength and the decreased elastic modulus of the exposed photosensitive layer decelerate plate wear and improve image reproducibility. Accordingly, the present invention provides a waterless lithographic plate for commercial rotary offset printing press and newspaper press.
