The device comprises a temperature sensor connected with the cooking vessel, a control device to control heating according the detected temperature by the sensor, a timer for checking the time of the rising temperature, and the equilibrium detecting device to detect the equilibrium state of the water in the vessel. The device has the 1st control operation according to the equilibrium temperature, the 2nd control operation according to the fixed temperature, and the selecting operation by considering the equilibrium state and the checked time.
