PURPOSE: To reduce signal degradation accompanying making a signal encoder and a signal decoder tandem in conference communication by providing a means for responding to signal energy, bypassing an addition means and sending input signals to an output communication path. CONSTITUTION: In the case that only one conferee speaks, an adder 110 is bypassed by the judgement of a logic circuit 201 inside a conference bridge device 200 and the signals of the conferee are broadcasted through a lead 202 to all the conferees. On the other hand, in the case that the plural conferees speak, the signals of only the speaking conferees are identified by the logic circuit 201, passed through a selector 203 and transferred to voice decoders 104-1 to 104-m. Compression-canceled voice signals outputted by the respective decoders 104-1 to 104-m are added in the adder 110 and the sum is compressed in the voice encoder 105 again and broadcasted to all the conferees by the lead 202 through the logic circuit 201.
