This invention relates to a system in which a management control portion for executing the maintenance and management of a network element comprising switchboards, communication lines, etc., and a communication control portion for controlling communication processing of a network commonly share an interface so as to satisfy both a processing request relating to maintenance, management and operation and a processing request relating to communication. In other words, the system of the present invention is equipped with a scheduling portion for deciding an executing sequence on the basis of the attribute of the processing request and the loads of the communication control portion and the management control portion, and with the function of executing scheduling of the processing requests on the basis of the attribute of an object as an object of each processing request, for each of the communication control portion and the management control portion.
