PURPOSE:To reduce power consumption and to prevent the generation of an offensive smell by heating and drying the garbage charged in a garbage receiving container by a heating means to generate steam and passing this steam through the gap between the garbage receiving container and an outer metal container to condense the same on the inner wall of the outer container to recover the condensate from the lower part of the outer container. CONSTITUTION:The garbage charged in a garbage receiving container 1 is heated by a heater 8 and a stirring fan 9 to evaporate the moisture of the garbage from the surface part thereof. The generated steam further receives heat to become overheated steam. At the same time, the garbage is ground and stirred by a rotary blade 3 and a fixed blade 4 and the lower part containing much moisture of the garbage is mixed with the surface part reduced in moisture thereof to heat and dry the garbage. The generated steam containing an offensive smell flows in the gap between an outer container 11 and the garbage receiving container 1. Since the outer container 1 is cooled by the open air, the steam is condensed on the inner wall of the outer container 11 to flow out of a condensed water discharge pipe 14.
