PURPOSE:To perform the mode change for self-management and for public without velying on a manual operation and a generalization network by performing the trigger of the mode change by the autonomous judgment of a cordless terminal. CONSTITUTION:When a processing is performed by an area 7 for self-management, the control channel of the present mode (for self-management) is monitored, the both decisions of the presence or absence of a carrier and the coincidence of a system call code are judged as valid, a timer for timing stipulated time is cleared and the processing is terminated without time up. When the processing is performed in an area 8 for public, the control channel of the present mode is monitored, invalidity is judged by the presence or absence decision of the carrier, the timer counts up, the processing is terminated as it is before stipulated time passes by the time up decision of the timer and an operating mode is changed to a mode for public. Further, the processing is performed in an area 9 for self-management outside any post, the control channel of the present mode is monitored, the carrier presence or absence decision is judged as valid and the coincidence decision of the system call code is judged as invalid and the operating mode is changed by the count up of the timer.
