A first message is sent from a mobile station (M1...M10) to a base station (B1...B10) in a system comprising many cells (C1...C10) when it enters the first region. Measurements are collected from the mobile and an evaluation made on receipt of the first message. A second message is sent by the mobile to the communications system on leaving the first region to end the transmission of measurements and to stop the evaluation. System rules define the limits of the first region according to the relationship between the signal levels of the connected cell, the neighbouring cell and thresholds. An alternative defines it as a region where the error rate exceeds a maximum, defined for each connection. |
