The method used for a private exchanger, especially when the fee for using the telephone number is billed to each user when many users keep busy just one line of telephone numbers. This method comprises a step which first determines the type of telephone when the use of telephone comprises a step which first determines the type of telephone when the use of telephone line is permitted and then generates tone or music that asks the input of a secret number, a step which first detects the input secret number from the secret number table stored in a memory (3) after the secret number is inputted and then generates mistake tone, and a step which, right after the termination of talking, bills the fee for using the telephone by transferring data such as one's own telephone number, talking time, and so on to a toll adding device (6) in case of non-multiple toll checking telephone or bills the fee for using the telephone to each own number by sending data mentioned above to the toll adding device otherwise.
