The device comprises a disc-type driving flange (30) having a plurality of permanent magnets (31); a driven following flange (40) with a plurality of electro-magnets (41) powered through the terminal (90) of a slip ring (70), fixed at the cam shaft (11); electronic timer (20) with a ring-type cover (50) combined with the flanges (30)(40); spring (60) for supporting the permanent magnet (31) in the direction of the electro-magnet (41).
