The apdts. consists of a piercing device performing two piercing process to make vents in the paper, and a cutting device removing waste tlash formed to be protruded from the circumference of the pierced vents by a number of cutting axees rotating in the different direction with one another. The piercing device comprises a rubber belt (22) passing between the rotating rollers placed at regular intervals, a piercing plate (20) forming vents in the filter paper, and a piercing roller (26) performing the piercing process again.
