The oily globules of the emulsion are dispersed in an aqueous phase. Each oily globule, containing at least one lipophilic compound which is active from the cosmetic or dermatological standpoint, is individually coated with a monolamellar or oligolamellar layer obtained from at least one lipophilic surfactant, at least one hydrophilic surfactant and at least one fatty acid, the coated oily globules having an average diameter of less than 500 nanometres and preferably less than 200 nanometres, and the aqueous phase contains the basic agent in the dissolved state. Use in the treatment of the skin and hair.
