PURPOSE:To efficiently detect a motion vector by providing a motion vector monitor means, a retrieval initial deviation selection means and a motion vector retrieval means retrieving a motion vector based on a selected retrieval initial vector. CONSTITUTION:Detection motion vector information of plural blocks adjacent a processing block is inputted from a motion vector monitor section 101 to an initial deviation calculation section 102. The initial deviation calculation section 102 selects and outputs a closest vector among plural vector groups decided in advance to an initial deviation correction section 103 as an initial deviation with respect to the plural sets of received motion vector information. The initial deviation correction section 103 compares an arithmetic operation result of an initial deviation position block in a reference frame and that of the position block to correct a detection error around a border of a dynamic area. An arithmetic operation execution section 104 makes block matching based on the correction result and the initial deviation to obtain the motion vector. |
