PURPOSE:To restrict generation of black smoke through improved combustion efficiency and to drastically improve fuel consumption by cutting a hydrogen bond group (cluster) to improve effective utilization factor of oxygen. CONSTITUTION:A ceramic material radiating far infrared radiation is formed into a pellet or into a shape, or is spread on a resin material, metal material, or a cotton material, to form a filter. A net form metal plate 2 is prepared and pellets 3 are filled in a case 1 for fuel passage, and the hydrogen bond group (cluster) in the water particle in carbon and hydrogen as well as in the water particle in moisture is cut into very fine pieces by receiving radiation of far infrared radiation (electromagnetic wave) in the process in which the fuel passes through the gap between the respective pellets. A filter is formed by means of a cotton net 13 and passage holes 14 for intake air passage, and the hydrogen bond group (cluster) of the water particle in water steam is cut into very fine pieces by receiving radiation of far infrared radiation or electromagnetic wave in the process in which intake air passes through the filter.
