The raw water is pretreated by a reverse water pressure filter and a dehydration machine. A reverse water pressure filter comprises a filter assembly rotated by a motor equipped at a center of cylinder with an opened-up window, and an inflowing pipe of a raw water, and an outflowing pipe on the main apparatus side and dehydration machine side, and an inflow pipe of a reverse water pressure. A dehydration machine which has the structure of a centrifuge rotated by a motor dehydrates sludge.
