This device changes a screen periodically in order to maximize the effect of an advertisement with the minimum use of power. This device comprises of a gear belt (3) moved by an electric gear (6) placed on the top of a spinning apparatus (4), a transparent plate (12) which has a plurality of in-grooves (11) and connecting projections (12) that are placed laterally in front of the spinning apparatus, a cell plate (7) which emits light out of an open-close unit (9), and an up and down axle (5) of the spinning apparatus which enables emitted light to stream into the axle tube.
