PURPOSE:To stabilize a development ability and to properly control toner concentration by preventing a change in an amount of electrification of toner in developer due to a surrounding environment. CONSTITUTION:A water content in the developer 28 in a developing device 20 is detected by a water-content sensor 28, water is supplied to the developer 28 by a water supply means 26 so that the developer 28 always contains a specific water content, and the water and the developer are mixed and stirred by screws 22 and 23. Thus, because the amount of the electrification of the toner in the developer obtains a fixed value irrespective of the surrounding environment, the development ability becomes stable and the toner concentration is properly controlled.
