METHOD FOR ENCODING/DECODING PICTURE INFORMATION

PURPOSE:To remove block distortion and high frequency noise by previously executing sharping processing in the case of encoding picture information by a CDT system, and executing smoothing processing in the case of decoding the encoded picture information to the original picture information by a reverse CDT system. CONSTITUTION:Picture information S6 processed by a sharping processor 6 is converted into a discrete cosine through a converter 21, picture information S21 obtained from the converter 21 is supplied to a quantizer 22, which quantizes the information S21 by means of a quantization table S23 outputted from a qunatization table generating circuit 23. The quantized information S22 is encoded by an entropy encoder 24 and the encoded information is used as encoded picture information S2 outputted from the encoder 2. The information S2 is decoded to picture information S4 corresponding to picture information S1 outputted from a picture information source 1 on the transmitting side by means of a decoder 4 for decoding information by the reverse DCT system. Namely information S41 corresponding to the information S2 is obtained by an entropy decoder 41 and applied to a reverse quantizer 42 and decoded picture information S4 is outputted from the decoder 4.
