PURPOSE: To obtain a water-in-volatile emulsion gel having a skin-moisturizing property. CONSTITUTION: This method for producing the gel comprises forming an oil phase comprising a volatile silicone, a siloxane polyether and a skin-softening agent, forming a water phase comprising water and an oxyethylene-functionated organosilane, measuring the refractive index of the oil phase and the refractive index of the water phase, harmonizing the refractive index of the oil phase with the refractive index of the water phase, adding the water phase to the oil phase, and subjecting the mixture to a high shear stirring operation.
