PURPOSE:To provide the encoder and decoder for improving distortion caused by quantization to be used at the time of compression concerning the device for compressing arid encoding a video signal. CONSTITUTION:This device is provided with a conversion part 103 for defining the video signal composed of one or plural fields as one page, dividing the video signal into groups for each of consecntive (n) pages, dividing the video signal into blocks within one page and converting it to a converted component value for each block, quantizing part 104 for preparing the (n) kinds of quantizing methods corresponding to the converted component value of one page and for generating a quantized component by quantizing the converted component value of an i-th page of the video signal composed of the continuous (n) page corresponding to the i-th quantizing method among the (n) kinds of quantizing methods, and encoding part 105 for encoding the quantized component and the value of (i). |
