PURPOSE:To attain communication quality prediction capable of directly evaluating the quantity of communication in an operating mobile communication system and using a weather condition as a parameter. CONSTITUTION:A pseudo random signal is transmitted/received between a base station 100 and an on-vehicle mobile station 200. A bit error/error characteristic measuring device 104 or 204 measures a bit error ratio or an error characteristic obtained by analyzing the bit error ratio based upon the received pseudo random signal. The measurement is executed while changing the position of the movile station 200. Information relating to the measured bit error ratio or error characteristic is stored in a data base 108 or 208 by using a weather condition inputted by an weather condition input device 106 or 206 as a parameter together with the positional information of the mobile station 200 which is detected by a position detecting device 212. A communication quality predicting device 110 or 210 reads out data from the data base 108 or 208, executes interpolating operation if necessary and predicts the quality of communication under a specified target condition at an optional position. |
