CONSTITUTION:When outputting (i) and (j), where error Err(i, j) between attention block data and preceding picture image data is minimized, as a motion vector S3, a differential absolute value calculation part 30 calculates an inter- frame differential data absolute value S30 between present frame image data S2 and preceding frame image data S9. A differential absolute value comparison part 32 inputs the differential data absolute value S30 and a differential data absolute value S31 at the peripheral picture element of an inter-frame differential data absolute value calculated image outputted from a differential absolute value storage part 31 and when the differential data absolute value S30 is smaller than a prescribed threshold value and fluctuation to the differential data absolute value S31 is reduced, that value is not included in the total sum value of error Err(i, j). Thus, the motion vector S3 to improve encoding efficiency can be detected. |
