The master sheet for increasing the hardness and elasticity of the filter and for removing nicotine and tar comprises 60-90% of wood pulp, 10-40% of synthetic fiber, 0.005-3% of a dispersing agent, 0.1-2% of a retention promoter, and 0.5-4% of a paper strengthening agent. The synthetic fiber is composed of single or mixture of polyester, polyvinyl alcohol, and/or viscous reyon fiber. The mixture of alkenic succine anhydride sizing material as the water proofing agent and polyethylene amine as the paper strengthening adaptive are sprayed on soth sides of the master sheet or added to the sheet material solution.
