摘要 PURPOSE:To decode a specified picture element at a block border adaptively while suppressing deterioration in the performance. CONSTITUTION:A frame decomposition circuit 13 separates reproduction data fed from an input terminal 41 into a dynamic range DR, a minimum value MIN and quantity data DT to provide an output. A memory 43 receiving the quantization data DT outputs data of aspecified picture element and a surrounding picture element to a data conversion circuit 44. The data conversion circuit 44 converts data within a predetermined range corresponding to a block to which the specified picture element belongs by execution of shift and clipping processing and outputs the data to a correction data table 45. The correction data table 45 provides an output corresponding to an output of the data conversion circuit 44 to a correction data conversion circuit 46. The correction data conversion circuit 46 receives an output of the data conversion circuit 44 and an output of the correction data table is corrected based on a latched shift quantity and the result is fed to a decoding circuit 47 as an output signal F. The decoding circuit 47 decodes the output signal F based on the dynamic range DR and the minimum value MIN.
