PURPOSE:To reduce cell congestion on a specific line and to secure a communication of high quality as a data communication in HDLC format which is made through an ATM repeating network by storing cells in a buffer so that they can be read out by logical path discrimination information of the cells, and controlling the read of the cells so that the traffic of one logical path does not become excessive. CONSTITUTION:Cell storage circuits 341-34n are stored with cells so that they can be read out by their virtual path identifiers and/or virtual channel discriminations; and a cell read control circuit 36 includes a means which controls the cell read so that the traffic of the ATM line 232 as one logical path does not become excessive. Then cell transmission intervals corresponding to the communication speed of the HDLC line are set in a cell read control circuit 36 to secure communication capacity that the ATM signal transmission equipment requires, and control is so performed as to prevent cells having the same virtual path identifiers and virtual identifier number from being sent out to ATM lines 231 and 232.
