PURPOSE:To facilitate a scanning function in two ways of forward / reverse at a high speed and a high speed search by referencing a stored table and requesting input of an I picture corresponding to the direction of forward/reverse and coding data and applying high speed scanning to the data. CONSTITUTION:A processor 205 increases a packed ID by 1 for every time new packet data arrive and a set ID is stored in an I picture scan table storage section 215. A byte counter 217 starts counting a byte number of a bit stream from an initial value 0 in the reception of new packet data. The processor 205 identifies it when an I picture in the bit stream data is received and increments the I picture by 1 and the I picture ID is stored in the storage section 215 together with a count of the counter 217 at the point of time of identification. When an item relating to each I picture is set in the storage section 215, any I picture recorded on a CD-ROM is easily read and decoded and displayed.
