An anti-theft shackle type locking device has upper and lower jaws 10, 11 a pivot pin 12 and lock 5. These components give the unit strength, security and flexibility. When the unit is not in operation it can be stored away in the glove compartment or under the seat. When in operation the shackle clamps the pedals and holds them firmly so that they cannot move independent of each other.
