PURPOSE:To achieve highly efficient design and development of a tire by suppressing fear that misses a combination of an optimum pitch to a minimum extent. CONSTITUTION:Initial values of pitch arrangement are determined in accordance with set values (100-104). A model of noise pulse of tire with respect to the initial value, objective function which represents physical quantity for evaluating tire noise performance, design variable which determines pitch arrangement, and restriction conditions which restrict pitch arrangement are determined to determine the pitch arrangement by which a value of objective function is converged and becomes the minimum value by changing the design variable and satisfying the restriction conditions (106). While the first and the last pitch ratios are maintained with respect to the determined pitch arrangement, the pitch ratio which makes a value of the objective function minimum by increasing and decreasing pitch ratios between them is determined (108-110). The pitch arrangement and pitch ratio at which the value of objective function is minimum are selected from the pitch arrangement for 100 initial values (112, 114).
