The water is pelletized by the quick freezing method and lumped together to have void spaces among the iced water pellets and the outer surface of pellet lump is coated with reinforcing material, hardened, dipped in the mortar of cement and stone dust, heated to harden the outer surface and the water pellets to be absorbed into the reinforcing material and the mortar. The obtained hard pellets are used as a unit aggregate particle.
