A ball valve device for controlling fluid flow has a stainless steel ball (14) positioned in the lumen of an I.V. tube (12). The outer diameter (28) of the ball (14) is equal to the inner diameter (30) of the I.V. tube (12), so that the outer surface of the ball (14) establishes a fluid seal with the inner surface (32) of the tube (12). A latex sheath (16) surrounds the tube (12) in the proximity of the ball (14) to provide resilience and memory for the tube (12). Inserts (18,20) are positioned in the lumen both upstream and downstream from the ball (14) to hold the ball (14) in position under the sheath (16). Each insert (18,20) is formed with a lumen (38,40) for fluid flow, and has a tapered surface (24,26) adjacent to the ball (14), which prevents the ball (14) from forming a seal with the insert (18,20).
