Nonpolluting binder, especially cement-based, more particularly intended to be employed in the use of a workshop for reconditioning a carriageway, comprising especially two carriage frames moving one following the other, namely, on the one hand, a first carriage frame capable of pouring and distributing over the whole of the width of the carriageway a layer of binder of controlled thickness and, on the other hand, a second carriage frame following the first and capable of attacking, over a predetermined height, the carriageway covered with binder in order to fragment it and to crush it into aggregates before homogenising it and blending it, and finally to redistribute it over the carriageway, a binder characterised in that it consists of a mixture of water and of pulverulent hydraulic binder, especially cement, in which the water/cement (W/C) weight ratio satisfies the relationship W/C
