PURPOSE:To make construction work easier by a method in which a supporter is thrust through a steel tube and temporarily clamped at a place where a panel point is to be formed, a brace material is set in a short tube provided on the supporter, and a filler is charged into the short tube. CONSTITUTION:A supporter 4 is thrust through a steel tube 1 driven and a hanging wire rope 13 is sent out to move the supporter 4 to a place where a panel point is to be formed under water. The rope 13 is pulled up, a clasp 11 is moved around a fulcrum axis 14 in a rocking manner, the peripheral side of the tube 1 is pressed by a high frictional resistance face 12, and a temporary clamping wire rope 8 is loosened. The supporter 4 is temporarily clamped. An outer short tube 9 is fitted on the tube 1, and set on the sealing seat plate 6 of the supporter 4. Steel tubular brace materials 2 are set inside of the short tube 9 and a filler is charged into the tube 9 and hardened.
